Cut the lemons as thin as you can. Use a very sharp knife or a mandoline. I like to cut mine to approximately 1/8 inch in thickness.
In a large pan, add the water and sugar. Stir until the sugar is dissolved. Bring to a boil, then reduce the heat.
Add the lemon slices in a single layer. Simmer for about 25 minutes. Flip the slices 1-2 times during the process.
Place the lemon slices on a wire rack to dry (add parchment paper or wax paper under it to collect the syrup dripping). Dry for about 24 hours - until the slices are no longer sticky.
Keep in an air-tight container at room temperature for up to 3-4 months.
Notes
If you're worried that the lemon slices are going to be bitter, you can do the following. Start by slicing the lemon slices thin and then add them to a pan full of water. Bring the water and the lemon slices to a rolling boil. Once that water is boiling, carefully pour out the hot water and add fresh water into the pan, and reheat with the lemon slices and the water again until it's boiling. After boiling it a second time, drain the hot water again and put the lemon slices in ice water. This will quickly cool them down and also stop them from cooking from the residual heat.
